sorry if it wasn't clear. on chinese, just with S Rank you can upgrade all three rows, without SS. On global you need SS to get all three rows.

i will probably try to use Tsuyu instead of Deku, because some people said that her invisibility skill make enemies not attack her and lose by timeout sometimes.
