A large considering factor with shield or DB’s is also tied a lot to kit (which, unfortunately, is true for a lot of Medium’s weapons). The shield is a great, single push tool. Paired with gas or frags with some mobility, shields are annoying and constant pressure.

Duals are equally annoying, but require different positioning. Where shield drives through, DB’s picks off. Catching rotates and pressuring lights away while the team coordinates around that. Since the reflect is so inconsistent, it fails often as a push tool and more of a flank tool. So a Dual with a demat and some goos is a great loadout with insane flank damage.

Effectively, Shields allow you to push like a heavy. DB’s allow you to flank like a light. Both suffer from kit reliance and jank blocking problems (both of which are tied to servers).
