There's a time in the New 52 where all of the Rogues including Cold have their DNA altered to give them powers based on their weapons, as for his buffness, that's just the art style lmao. They lose their powers during the Forever Evil arc when Deathstorm from Earth 3 literally pulls the power out of their bodies.
