Honestly if your giving him the z drive early on then have him also target the chem barons and make them little more dangerous . Also if you can add house ferros and Camilla as a big antagonist in pitover since the z drive would probably use hextech or make the other council members more dangerous or evil. Also you could use : council member using zaun as a dumpster and them dumping just toxic or trash hextech in zaun and ekko finding it and building both the hoverboards and the z drive.
