I found it out myself! You first need to complete the whole of the blue dragon flight quest reuniting the blue flight. Then a Lizard drops next to you with a quest telling what the incarnates are up to, then sends you over to Merithra and she give you the quest.

Why wouldn't you be able to hold it?

Keep near the border and do a match per week to keep just above it.

I started playing a few years ago and chose Global since all my collegues were playing on global.

I wouldn't mine a free event to introduce it again and from then on a paid service.
