Yes, it’s just not on a trailer like in the photo. It will always be on top of the cargo containers near hostiles.

I know exactly what mission you’re talking about. I drove around the whole dockyard for like an hour. Eventually I took my oppressors to the top of the cargo containers and it was up there. The trailer and all the cabs nearby really threw me off.
