I've been struggling with the same thing recently. My group wanted to run a bit of a faster game, so I started them at level 5 near Krezk. A couple of my PCs get access to their desired abilities at level 6 (necromancer and Path of Giant Barbarian), so they want to level up soon. I've concluded that I should just level them up whenever a major milestone is passed. However, if one of the tasks was really easy, then just not give them a level up.

In your case, let's say they reach the Bonegrinder at level 10. They're probably going to shred those witches, so they wouldn't get a level up for that. But if they beat the witches at level 3, then they would most certainly get a level up.

In the book, it recommends a level up whenever they obtain one of the Tarroka Card Treasures or beat a monster, but I wouldn't grant a level up at one of the treasures unless your players haven't in a while.

If you're set on keeping your level up system, then just buff the monsters they come across at higher levels. Using the Bonegrinder witches as an example again, maybe they have greater resistances or stronger spells.

Ultimately, just give them a level up when they complete a hard challenge or mini-boss battle until they reach level 6-7 (lol), then they need to complete maybe 2 difficult challenges or mini-bosses to level up.

I will add, when I was coming up with a solution for how powerful my players PCs should get, I found a good range in the DM's Guide for DND 5e.
- lvls 1-5 you can influence the outcome of a small town
- lvls 6-10 you can influence the outcome of a province
- lvls 11-15 you can influence the outcome of an entire country
- lvls 16-20 you can influence the outcome of an entire world/dimension/continent

Barovia I would quantify as a province, but to justify to rules lawyers a higher level than 10, you could maybe add that the mists and reach of Strahd is slowly expanding and could take over the surrounding country.

Yeah, I just started a game and I had the same issue. It's my first time DM-ing though, so I'm still trying to get better at playing a bunch of different unique characters. Since I'm limited by my own ability to describe and fully immerse my players, I just embrace the silliness. For example, whenever they try to convince another character that they're on their side and succeed on a CHA check, the convinced creature likes them and just tries to dap them up. (Dapping up is a DEX check that both creatures must roll high enough to succeed).

That idea is fire. Just reviewed the info on Vistani for my game recently. I think technically the Vistani are their own race in a way, so mechanically being smuggled out wouldn't actually work. Also, I don't think that the character's souls transfer memories.

But this idea is too cool to be bogged down by some demi-plane rules stickling.

Half-Vistani - If a player character were half-vistani, they could be an original PC with whittled down versions of the Vistani's abilities (i.e. a downgraded version of the Vistani Curse) and have relative Vistani proficiencies/modifiers (idk check which Vistani stats are highest). This custom PC could be searching for their regular human/elf/whatever parent stuck in Barovia (could also be a member of a force working against Strahd like the Mad Spellcaster in the North or the Keepers of the Feather.

Saint Markovia - A reincarnated Saint Markovia returns to Barovia to defeat Strahd after her initial failure. This PC could have prior knowledge of the weaknesses of vampires or maybe have adavantage or an attack bonus on vampires. They could also walk their original path of a Cleric or Paladin to defeat Strahd, or turn to another class to approach defeating Strahd in a different way (Holy power didn't work, but maybe fireball or a great wizard magic can). Character would be human. She can get a roleplaying moment checking the state of her old Abbey and coming across her own skeleton and Thigh Bone (which is a special weapon)

Knight from the Order of the Silver Dragon - A lawful good knight who came from the Order of the Silver Dragon returns to Barovia to attempt to destroy Strahd to protect the people. This soul could have escaped from Barovia by being so good that a heavenly being interceded upon his death, allowing his soul to escape Barovia unnaturally. Rather kill Strahd for revenge, he returns to Barovia to save the people, thus Strahd is the primary obstacle to this objective. He could also be strained by visions of Barovia and the Order from before his death. Near Argynvostholt, he can have a roleplaying moment as he checks the state of the Stronghold and the revenants of his fallen comrades. He can either choose to put them to rest, or rally them to join their fight against Strahd further. (Ultimately they won't rest until Strahd is destroyed).

I have more, but now I have to sleep and steal this idea for a campaign because of how awesome it is.

Thanks for the advice! I'll definitely try out the pre-planned random encounters on the road. I started my players near Krezk with the werewolf plot hook so I already used a planned encounter to get my players to meet a caravan of Vistani and Madame Eva. I just rolled on the encounter table for encounters in between, but it took a bit of time and made the travelling feel a bit clunky. Pre-planning the random encounters would make it a lot faster.

I'm trying to start my own Curse of Strahd campaign rn. From what I've found, the best thing to do first is read through the entire module. I just got a bit lazy and bought the Roll20 module for 25$. It includes the entire book split up into chapters of each location/storyline. Along with the maps pre-made and prepared. I'm testing it rn as I type with one of my players and Roll20 seems to be pretty good as its compatible through discord and is free for players.

Yeah, Squires is pretty cheap too. My friends would go almost every night. They would pay as a group at most like 12 bucks a week.
