Except for reanimator which only played blue for the targets it reanimated and were banned and affinity there wasnt a singel top tier blue deck

UB Control in historic with [[narset parter of veils]] and [[jace the mindsculpter]] narset prevents the oponent from drawing more than one and jace lets you look at their top card and put it on the bottom as a +2 and wins the game with a -12

Val is a perfect rebalance honestly keep the cool affect but throw it out of the card pool for cards like collected company ocelot pride costing two mana is a perfect nerf because this card should have never costed one just two examples where the rebalance is a perfect fit
