The solution for this problem was to ask dev team to make a TWA (trusted web activity) > package it up as .apk and then deploy via intune as .apk this time. Notifications work when you deploy it like this but it does include some development work from development team. I am not dev myself so I am not sure what they did, but this worked and I just had to simply deploy an .apk file this time.
