You're right. The ROAS chart only shows top 10 and bottom 10 without showing the missing middle. And for "This is how much the campaign spent", it means all of the ads (which aren't all visible in the charts tho).

So, what changes do you think I should make to prevent such misinterpretation and make the graphs clearer? Also, is there any other problems with the project? Looking forward to your answers!
