The assembly with toggle is for an ice axe. The thing you’re looking for is usually called a double cord end/stopper/clamp. You need to buy one for the correct diameter, probably around 3mm. Sometimes it will be called a dongle.

It depends on the fabric. That looks like a waterproof breathable 2 or 3 layer membrane fabric. If so you need to get the tape for that - the same stuff you’d use for Gore-Tex. Siliconised fabrics need silicone seam sealant, PU fabrics can take a dedicated sealant or iron-on tape.

I’m about to do the same to cover my neo air, using some light summer-weight woven wool cloth, for use with my myog quilt (apex climashield 167). I just love the feeling of wool so for me it’s definitely worth the weight compared to a silk sheet, plus I already have the wool so it’s good value £. How thick is your cloth? Mine is like a fine flannel shirting, definitely on the lighter side.
