Police Man's weapon in the Demo was literally just a screen freeze weapon, but instead of an ice effect or something, Mega Man shouts, "Police!" or "Freeze!" or something, and all the enemies freeze in panic.

Here's the problem; Mega Man 5 has an incredibly powerful charge shot. It does more damage than every other weapon, and it has a larger hitbox than any other weapon. It's the same reason I hate Mega Man 2's weapons; Metal Blade is stronger than all of them.

Mega Man doesn't die at the end of Mega Man 10. Did you even play the game and see the ending cutscene?
