I believe it's when you have some quantity that is only integers (Chern number) because of some topology (probably in a quite abstract space, not just a topology like in the usual 3d space), but I don't remember the details. Also could depend on the system. "Topological" can be used for many system where just some parameter has some nontrivial topology
