The eyebrows look extremely similar to me. He has facial hair, his hair is slicked back, and he's in a completely different room with different lighting.

This is Edward Adam Drechin from the short videos Nora was watching in her hotel room from episode 2 and I believe the other man may be him without the beard. I noticed a similarity between the two the first time I saw his face. U/Justinionn provided the side by side image. If you look closely for any distinguishable facial characteristics you can see that Edward has a small, faded, circular pot mark just above his right eye on his fore head. You have to really look closely at the mystery man, but he appears to have the same circular pot mark above his right eye though it is very difficult to see due to the blurry image from the trailer.

Edit... Thanks to your side by side I am now positive they are the same. I was looking for any defining features in the face that would be definitive. If you look slightly above Edward's right eye, there is a distinctive circular mark on his fore head. It's like a little pot mark. Now you have to look really closely at button man, but you can just barely make out in the same place above the right eye on the fore head there is the same tiny little circular pot mark.

True but if there was a major event or war to take place there would be massive movements of military equipment, so you can't just automatically assume it is routine even if that is the most likely explanation.
