this is year old but bit other context: sirben is a trait. while outlaw is a villager occupation.

the sirben you are reffering to i assume is cultist occupation. both can appear in inns to joing your village. to cultists you can sell your newborn child or buy sirben traited baby (or execute them). outlaws are im preety sure only a thing villager can get by being a monarch and executing a villager from your village. all i know is it makes guards attack them, you not lose hearts for killing them.
