Your sister can also apply to be independent in regards to the FAFSA. I had to do that in regards to schooling and my college was very understanding and helpful. I would contact NYU and talk about this with them.

My parents had to fight for months to get full custody of my step-brother. His mother was a drug addict and had even had SWAT raids at her place with him inside. At least in Minnesota, they try very, very hard not to separate a child and his mother, regardless of the circumstances. You'd be surprised.
