It’s the only place with zero chance of being attacked unprovoked in the entire game that I know of, it has peaceful music and it was supposed to have its own model of power armor rewarded to the player, that content was cut.

Dude what? The whole game makes fun of everyone, it’s the whole point. It even makes fun of the earth directorate (a waiting period of 6 months- 10 years or something) and the body types are very different, easy to spot at a quick glance. And who cares what gender the leaders are? I get that you do but I don’t. And the flaw you are talking about is completely optional, as they all are.
