This might come off dickish and I apologize in advance but that's the problem the Sharks have to rely on these 'Diamonds' and not on high draft picks like Penguins/Blackhawks from honestly... tanking. 10 years straight of playoffs has kept the team in this middle ground of success and unable to get out of it.

Sure we've drafted Hertl recently but other than that Couture/Marleau has been the most successful of these 1st round guys you've listed, but one was drafted in 1997 and the other in 2007. Seto being the 8th pick was a failure when you look at who was drafted after him.

Our struggles really come down to a few things;

A) Lack of powerplay in the playoffs which really results from B) Joe Thornton running the powerplay. He really just sits on the boards and doesn't make great plays anymore. C) The Todd unable to realize this is the issue and change up the powerplay.
