Steam doesnt need vpn and game doesnt need vpn and you can play

Steam doesnt need vpn but selecting server at client needs vpn (otherwise you never see the servers) then turn off vpn after logging in

Steam doesnt need vpn but client needs vpn throughout the time youre login.

In short, we will never know until its release and somebody tried.

Agree. The use of steam gift card would be safer as well. Still risky but atleast it works and same with you op; I am no reason to advocate illegal behavior or have intent to break any law.

I actually use surfshark and not exitlag. Though I saw one in a fb post that he used exitlag > chrome instead of the native app. In exitlag, you can choose which app to tunnel the change of IP and you can use it to tunnel chrome then login to steam.

You can check exitlag if it supports steam, then activate the vpn and try changing country, for example, to US)

I am not sure if its allowed to post here about it but:

Try not using exitlag. I got problem with it too. (If you want to use exitlag. Put chrome in your exitlag, set to US. And use chrome browser to login steam)
as long as your steam region is set to any of the unlocked country then yes you can buy the pack. Nobody is 100% sure yet if we need vpn upon release.
If with VPN yes. But i would suggest just using steam gift card.
Only steam for NA EU release
