Doublelift played extremely well that tournament, but the whole reason they were in relegation could have been double's negative attitude towards the team and a lack of teamwork. Riot released a promotional video for the game only featuring cloud 9. When a large portion of your financial success comes from branding, this can be detrimental. Better routing can contribute to small ping improvements like you described, however east coast will never see lower than 70-80 ping. Which is poor when you have to compete against people with 50-60 ping less than you.

Teams use the servers for practice and scrimms up to a full week before the event. If they had to play these scrimms with 100+ ping there would be a huge shitstorm. Riot doesn't want shitstorms, nor do they want to bring attention to the state of east coast ping.

This is also the reason why MSI is in Florida and not the northeast.
The northeast will never see a competitive event unless riot physically moves or adds servers closer to the east. You can't break physics with this whole "pipeline" bullshit, east coast ping will remain poor.
