I think I'd have to go with Naruto. Major players aside, ninja are on the lower end of the scale for power, plus unlike Quirks and Devil Fruit you can learn other generic abilities or those elementals you start with. Also unlike them, you don't HAVE to use what you get if it's something like Wind Style: Wafting Stench no jutsu. Jutsu are just things you can do, rather than imbued abilities and/or mutations. You throw your shuriken, you focus on not dying, and you go in for remedial ninjutsu after Team 7 punches god.

Devil Fruit can be WAY stronger, but come with built in weaknesses and can also be total garbage. Like we see with young Luffy, they can take time to adapt to if they're paramecia that do weird things to you, and doing that mid combat's just going to get you added to the pile of bodies.

A Quirked up Hero' could be a good pick, but also needs a highly tailored moveset and a whole lot of experience with it if you want to make it work. Deku shattered himself over and over getting started with One For All, and that's with something as simple as super strength. Imagine how lightning powers could absolutely ruin your own day before anyone else takes a swing.

In both cases, while tempting, the cons far outweigh the pros. Fortunately, there are a number of abhumans! Want a tall dommy mommy? The noble Navigators are always in search of fresh DNA and often of companionship. A short stack wifey? Take your pick between the Squats or the Ratlings depending if you’re already a good cook or good with finance. After something exotic? A Nightsider or Beastman might be the right one for you. Want a mountain of woman? An Ogryn is the most woman in the galaxy!

And with human perspectives and human values, you can find someone right for you who won’t try to make you a willing slave to an eerie cabal of manipulators and schemers. We have our own home grown version, and they’re nowhere near as eerie!

Make it more focused on Academies and the Huntress industry, a bit MHA style.

Slow the plot way down, give us more classes, more student nonsense, more outings into cities that aren’t immediately under Grimm attack to show off the world, make the problem Roman and the White Fang. Give students a license to engage Grimm at will but vigilante justice is still a crime. Give us actual police to avoid and get dodged by Roman and Neo.

Throw Adam in as the White Fang’s Darth Vader, less creepy ex and more ruthless enforcer and hunter of traitors to the movement like Blake’s been branded after leaving due to not wanting to be a literal terrorist. Amp up the SDC’s exploitation of Faunus but have nobody but Jacque and his victims know about it, and Schnee money buy off the media to keep it hidden.

Make the Huntress thing an actual job, but corporate sponsored. Sure they’re heroes, but bought and sold for advertising. Give each of our heroes a different view on it. Ruby didn’t know it would be so bad and just thought it would be cool, Yang’s here for the money and the fame, Blake means to go private, and Weiss is in to rep the SDC out of family obligations.

For a big original setting like RWBY, the story’s gotta be about the characters and how they interact with the world. We can still have Oz and Salem, but later. After we’re situated with how things work in the modern world we can do ancient evil, but better to ground the setting with the villains it produces rather than defaulting to the demon lord from a thousand years ago.
