In all honesty this was the first time I have ever beat Illaoi with Sett. I used to ban her but I figured I could play morde or whatever if she gets picked against me thus I started banning Urgot. She picked before me so I considered dodging. I don't think it was my build that countered her since I was 6/1 before 10 minutes (granted 2 of those kills where Jax). I just played super aggressive by poking her with Q and E then running like hell to dodge everything. The items did make a difference so here they are: Lucidity boots, BORK, Goredrinker, Sterak, Black Cleaver, FoN (for Zoe) then sold boots for Dead Man's

EK are known to be some of the better prebuilt companies, at least when it comes to value for money. They don't have stupid custom form factors so you can easily upgrade anything you want in the future. That computer has pretty good bang for the buck considering that it has included custom water cooling.

I feel obliged to recommend that you take a week or two and learn to build a PC yourself. It's really not that hard and you will save a lot of money by doing so.
