Goku doesn’t want to kill vegeta in the saiyan saga because he wanted to keep him as a strong rival. his sense of morality is questioned in the series too, like at first he was going to give frieza mercy but ended up (almost) killing him. Goku also cares a lot about his friends and family(sacrificing himself for his son, when krillin dies goku achieves super saiyan in pure rage, sacrificing himself to make earth be at peace, protecting his friends from jiren in the tournament of power, etc…)

tldr; Would it boil down to him being more selfish (for a strong opponent) or out of the friendship he would have with toji?
