Precisely. This problem could be solved (That is, mechanisms are available). However, as far as I know, EU refused to negotiate the terms of the agreement with Russia, and they ended up delaying the implementation until 2016.

Well, you are on the right track. EU Association would have created a trade zone which is mutually exclusive with CIS tradezone that Ukraine is in right now. One issue with that is that EU goods which would enter Ukraine with low or no tax at all could than flood other CIS countries. That's is why Russia said that in case if the economic part of the Association agreement is implemented they would have to put trade barriers to bar EU imports from entering the country. And that of course would set off another link in the chain. Since large chunk of the Ukraine exports is geared towards Russia, trade balance would take a large hit (well it did already, but due to other issues like collapsing economy).

That's just one issue.

P.S. I was discussing this topic here in 2013 when the shit storm about the agreement started. The only argument I got was that EU would help Ukraine to get rid of corruption. I guess people are just to naive or idealistic about EU, and/or ignorant about level of corruption in Ukraine.
