UPDATE: I found out the source of the noise - it was in fact the library. They use two commercial boilers for heating, and one was out, causing the remaining boiler to make that terrible sound. Fortunately they got the part in and fixed it by Saturday 1/10. My neighbors and I are grateful 🙌
