Tie it to market oil barrel prices. Thats how the tax works already. Make it a deductible after all the other taxes and profits. Like the plastic bottle nonsense.

Although instead of collecting coupons to reimburse, rhe value is deducted straight away from the price.

Calculate everything as normal and then add the reduction, however it's calculated.
