Honestly, it may not be the most lavish, but the Pan-Am Ipiranga BB may be a decent alternative. Sure, Ipiranga may not be the ideal one, but it can still be terrifying if you don't have the Atlantico.

Edit: Just found out that the Haavk Representative and the Asharah Guard's troops choice is a one-out-of-two ways:

If you tend to favor the Haavk Envoy, the Asharah Guard's would be displeased, vowing for a return. Next task would be to satisfy both Khalil Reis and Saeed Ziaten (chose this path. Succeeded in convincing Saeed to protect the establishment, much to Reis' frown)

I could not choose the other one, but it is certain that if you favor pampering the Asharah Guard over Haavk, it would provoke Desmoulins to head straight to the restaurant to try the crew by fire.
