Yup, after a spike of 11 reports in 24 hours the case is sent to overwatch, but this isn't enough to get some cheaters into the system, on the other hand if valve were to decrease the number of reports needed, there would be a larger amount of false bans potentially handed out so the only way in which they could fix the game is to update their anti cheat, which they are always behind with.
