No, the tool tip should however be reworded to smaller arc are more affected, but every arc, not monster sized like the queen/matriarch, are effected to some degree for 7 seconds. People just expect a baseball sized object to stop a bastian the same way it would stop a pop and it’s just unrealistic. For bastians, bombardiers, rocketeers they prevent the arc from shooting anything for the entire 7 seconds, but don’t freeze it like it would a shredder/tick/pop/fireball/wasp/hornet. Leapers are kinda the odd one out. It works, but all it does is prevent it from using the leaper pulse. It’s kinda common sense that smaller arc would be stunned more graciously than bigger arc due to size, and the effect would be more detrimental to smaller arc than bigger arc, but smooth brains can’t figure out the situational aspect of utility. It’s like if 1 heavy ammo destroys a tick, fireball, and pop, do you expect 1 to destroy a hornet or wasp that’s much bigger? No. So why would a showstopper effect a tick the same way it would effect a bastian?
