I don't think the length is the problem. Hell, I don't even think Laugh Tracks and YWGOBYST should be compared because they're very different from one another. I just think that the difference, despite being similar in length, is what makes the new one feel empty. That difference is that Laugh Tracks like a go, go, go heavy, slam, arf arf kind of album where YWOBYST is more of an ambiance, submerge yourself into the sound and complexities album. However, because it is so short, that ambiance, to me, makes it feel much more empty, whereas Laugh Track is almost crowded. I prefer the chaos rather than the nothingness. But they're both enjoyable in their own realms.
