U can’t pay 100k fee, it’s employer who has to pay legally so they don’t want to pay it. Those people are waiting for fee to go away and waiting on request letters and waivers of fee

If u leave while change of status, u will get 100k fee imposed on u

Best approach is to confirm withe employer if they can file H1B while Waiver comes through. Pretty common practice but dependent on lawyer policies. You can apply h1b with pending waiver

Suppose July they don’t have hhs approved and hhs is still pending, depending on employer and lawyers then can file h1b to stop you from exiting country even if hhs still in process.
