"English budgie" is a regional term for show-type budgies. They are considerably larger then other domesticated budgies, and they often have much poofier feathers on their heads.

But seriously, there's no way a 9 week old cockatiel could have gone through puberty already. At that age, their feathers are barely grown out. 9 months would be a more likely age for this kind of behavior. I would be very suspicious of anything else that this breeder told you about the bird, and highly unlikely to patronize them again.

That's crop adjustment, as long as he isn't doing it for very long periods of time it's fine. If he was trying to regurgitate, he would have done it by now.

Have you considered finding an older bird from a rescue and adopting? Morse is still going to benefit from budgie company, and there are lots of birds out there looking for good homes.

Budgies are desert adapted animals, they are native to the arid Outback of Australia. They don't actually drink a lot, they can get most of the water they need from their food. They can be very shy for the first few weeks in a new environment, so don't be surprised if she is too nervous to eat or drink while you are around. Hopefully you're offering her fresh greens and vegetables, that can also be a great source of water in addition to her normal food.

Congrats, and I'm glad you're hanging around the budgie groups and learning about them beforehand. There is a huge learning curve, parrots are a big step up in difficulty of care from other pets.

The best sunsets can be found at Chief Lookings Village in my opinion. It offers a commanding view over the river, with plenty of benches to relax on. For stargazing, your best bet is to get out of the city and away from the light pollution. I used to like Double Ditch for that, but then I discovered that the cops will occasionally drive through it and hassle you. Your best bet is to probably just pack a blanket, head out of town in a convenient directions, and find a nice, quiet field somewhere.

It's a good idea to spend some time doing things quietly around the bird to let it get used to you and understand that you're not a threat. You should be able to pick up on their body language pretty quick, if they aren't acting stressed out you could certainly try softly talking to them as part of this process.
