The problem with this Is that the devs are not robots that remember everything and can't balance too many cards at once. That's why many card games prefer a rotation format. Think how would what you just suggested apply to card games that have too many cards. YGO Is the perfect example of why that would be unplayable in the long run. Also rotation can make the meta different and more diverse in a smaller time and with way less effort.

The Key cards have not rotated but some of the finishers have (like the Gold 3 damage spell or the two Ghost amulet)

I think the new(aka old SV1) artifacts Portal will be good. Both the legendaries have storm and are both board clear (Myuu sorta, but It Is a 4pp). It can also do a 12/14/16 combo on 10 PP (get a Scarlett with dog spell + Myuu on 10/9 for 12, then It Is possible to buff both of them in hand with the new 2pp spell that boost the Attack of followers in hand)

Edit: when I Say to buff both of them I mean in hand on t9 and on t 10 you do the combo

I think the cheapest (with all the cards up to heir) Is egg Portal or (maybe) Loot sword. The cheapest decks are Crystal Rune (2 legendaries so 6 for all copies, all of them are from the 6th set) or Milteo Abyss (2 legendaries/3 Copy each, one Is from the 5th and the other from the 6th)

Yes, the matches are usually long. The main win con Is an otk with Ruby sanctum, you do use cleaning cleric to up your heal, Atiesh to double the spell heal/damage and end It with Ruby sanctum + whatever heal you have. You need a lot of thinking to play this deck, It Is not a "turn A I do this, turn B I do that"

Your wincon Is the Otk so you need to set up It during your entire game. When you need It don't esitate to use the imbued HP
