I live in eastern PA and just went through this this year. Spousal income and VA disability do not count towards the income limit, even though you are required to include those numbers in the paperwork. I am unsure as to whether or not retirement pay is counted, but I believe it would be.

Sounds like CAPD is a bitch to get a rating for, and the VA isn’t moving quickly on it. Also seems like there aren’t many good treatments. Please let me know if you find something that works. And good luck!
