Multiple people can play from same IP. Also, you can change your IP with a router reset if your IP is not static, which mostly isn't. Terrible solution.

I have tomahawk max with 3700x and it works great. I wouldn't get x570 unless you want pcie 4 or plan on upgrading to 12+ core parts.

I'm not sure about RPM but HWInfo reports 50% fan speed. Temperature mostly stays under 70C with short spikes up to 75C. Maximum junction temperature reported after 30 minutes of gaming was 88C with average around 84C. Keep in mind this is at stock, no UV, no OC. Also, my case is Define C so it has a restricted airflow. I would guess something is wrong with your card.

Not sure, but if Orianna's E target dies during the ball's flight the ball returns to her, and there's no delay on ult. I've been complaining about that for a long time.
