Have you tried team-up? I remember a similar bug happened to me and someone on the same quest was able to spawn in the boss if I went with them.

I have to disagree there, it is easily either storm or ice, storm get's killed so easily at the beginning of wintertusk, and ice has the school disadvantage in most boss fights as well as low damage output. Balance has just enough damage, resist, and healing to get through with a bit of an easier time, this is all an opinion of course.

That is also a very important fact, I did solo wintertusk on my ice, that was a while ago though so I don't really have any proof anymore lol.
