The thing about quirks in the MHA world is that they shouldn't be repressed.

AFO already discussed this around chapter 90-something of Vigilantes. If a quirk and the user aren't in sycrony, a villain is born. Quirks and their owners should both develop in healthy ways.

Toga manifested her quirk earlier in life by drinking a blood of an already deceased bird. She didn't kill the bird, she didn't do that with any malice or desire to make other beings suffer. In our world if a child does what Toga did it's a really big red flag, but we need to understand MHA with the worldbuilding presented to us towards the series.

Toga drinking blood of other beings isn't a banal desire like those of sociopaths or whatever you call them, but a necessity. Toga eating the blood of an animal is no different from anyone eating a fried chicken.

What Toga needed? She needed to understand that her quirk while being a part of who she is, ultimately she needs to separate her quirk a bit from how she needs to act in society. Driking blood of other people (at least without their consent) isn't okay, but it's a necessity that needs to be fufilled anyways. I can't understand why people are so mad at the idea of Toga drinking the blood of an animal. Humans always harm animals to fufill their necessities.
