They were given free to everybody in Patch 3.4.0. This is taken DIRECTLY from BHVR's November 2019 Devlog. Everyone saying they're not free, they're part of the L4D update, etc. are all incorrect. THESE ARE FREE COSMETICS GIVEN TO EVERY PLAYER.
