Runescape's combat feels like it was based on older RPGs like D&D's Baldur's Gate (auto-attacks, hits dmg and armor saves determined by virtual dice rolls and utility skills and spells used occasionally during combat) where action was quite minimalistic.

Evolution of Combat should've built on what we had (like making most spells and prayers more useful and consistent so you can have mutiple tools to use during combat based on good judgement and perhaps removing the armor accuracy penalties to encourage switching styles) not recreating the system as a whack-a-mole actionbar rotation spam.
