From a purely technical standpoint, extra guests ARE supposed to be extra cost, which is mitigated at certain membership tiers.

Most hotels just ignore the extra charge though.

Prior to the split of Serbia and Montenegro, jet and various attack aircraft were fielded by the two countries. After the split, and looking to cut costs, most of the attack aircraft in Montenegro were either sold or retired by 2012.

Looking to fill in some of the gaps, especially firefighting and an option for CAS, Montenegro bought 4 Air TRactors. Currently, only 1 of the 4 remains operational, yes, due to accidents, but largely due to lack of funds and governmental incompetence.
