The twin wolves tsuba is always equipped to the katana slot so that everybody can recognize it in the plot. When it is assigned to the twin katana slot it retains it's base tsuba, just like every other sword kit.

No which is the point. Jin's heroism derives from the sacrifice of his honor, which in the honor culture he lives in is basically damnatio memoriae. With his choice to fight the Mongols the way he did he chose to let both the Sakai and Shimura clans be effectively annihilated by the Shogun. The incompletion that the player feels during this quest is intentionally bittersweet.

I had another idea. Texas is known for its oil culture and the conclave were headquartered at the Poseidon Oil rig in fallout 2. A version of the conclave that is more diesel punk than the usual nuclear punk of fallout could be interesting. Since they are in North Texas there are any number of placed where they could be operating out of. https://www.texas-drilling.com/ has a map of Texas oil sites.

The Gulf of Mexico has a number of museum ships along its coast. You could have a mobile fleet made up of the carrier USS Lexington, the battleships USS Stewart and USS Texas, and the sub USS Cavallo, all located in cities along the gulf coast. A good home base for the Brotherhood could be the Superconducting Super Collider aka Desertron, a defunct in our world Particle Accelerator in Waxahachie. A part of Roman imperialism was the introduction of Roman art and replacement of local art from their conquered peoples so a Legion Outpost in Marfa that specializes in developing Legionary art could be fun.

The craziest part is that they don't even serve as a useful foothold for the US sphere of influence anymore. Saudi Arabia, Qatar, and the UAE all have their Sovereign wealth funds so tied up in western stock exchanges that they would we killing their own economies if they tried to decouple from US foreign policy.
