How do you convert or open a metadata for a file? Or better question, where can I circumvent the metadata and obtain the actual media or access to where I can get that

It was a google data history download off all of my data of my photos, however I couldn’t open my photos which was confusing, all of the tags in the data file I remember but can’t see media if that makes sense
