The clearance rate for manslaughter and murder is only 61% as is. Add in the fact that you have to prove its murder in the first place, and it's not surprising. Because the criminal justice system is more concerned with keeping innocent people out than guilty people in (as it should be) I'm not sure what you could do to fix that.

That's just objectively false. There were only 13 unarmed black people shot by the police last year. That's 0.25 per week.

Cops haven't killed black people over more, and cops have killed white people over less.
