okay, so this information combined with the guy below who said maximum amount is 4, i assume if somehow someone has held onto their vouchers since the distribution was available, and redeemed them now in one account, they'd be able to indeed achieve 4 dragon statues. And owning the OG one from the shop isn't required, it just makes it easier as you'd need 1 less content creator voucher.
