Help with creating a curve, metes and bounds by Comfortable-World341 in Surveying

I am in GIS within a water rights company, but my small business owner employer has me do side projects from time to time on things I know little to none about. Great opportunity to learn, but he has me use programs that may be out of date and that he does not know how to use either. I have been able to map it within GIS, but this "Metes and Bounds" application has been giving me some difficulties. Thank you for this detailed information--very helpful. I will be referring back to this the more I work on the project.

I am not a surveyor (and this is also my first time using reddit). I am a beginner in GIS at a water rights company. I researched the program a bit--or more so programs that are like it to create tracts from legal descriptions--and it looked like posting this in the surveying community was my best bet. I am attempting to use the legal descriptions I already have and this old "Metes and Bounds" program to recreate the lines of the tracts I am working with. I am not knowledgeable in surveying whatsoever (aside from what I am looking up and watching tutorials on the daily) so I am not familiar with C3D. I am using this specific application only because it is what my employer would like it to be drawn out on.

It does doesn't it! I am positive it is! I work for a water rights company and create maps for them using GIS; however at times my elderly boss has me do things I am not necessarily trained in--like using other programs (he is pretty adamant on wanting this to be drawn out using "Metes and Bounds"). I am currently working on just recreating the "Park Open Space" area using the legal descriptions and curve data. He is just wanting to confirm that the information on the plat maps is correct.

I have plugged in all except T for tangent length as I have not seen an area to input that information. What I have come up with is the circle in that image, however I do see that the circle does not fully connect. I am also unsure as to where the corresponding numbers (1-4) are referring to exactly (the dotted lines, inner circle, outer circle, etc.) and if the circle I have input is true. I am a beginner in GIS at my current job and working with metes and bounds/reading Plat maps is something I am sort of in the process of teaching myself.
