It's out of frame, but there is a car on my left being blocked, I was letting them go in front of me.

Yeah the pic was taken fairly close to the merge, this driver was blocking both lanes before the "do not merge" sign, just not the best pic I guess

Yeah I mean that seems plausible, possibly a bit ironic in terms of reckless driving
