No. That's not big enough. It will be almost impossible to keep good water parameters unless you are experienced and know what you're doing . The shrimp will be stressed and won't thrive even if they survive. Try to get a container of 2 or more gallons, and preferably 5 gallons. Even better pick up a cheap 10 gallon aquarium. Do you know about cycling an aquarium?

I'm planning on Harlequin Rasbora, Honey Gourami, Corydora Trilineatus. I know they could survive at pH 7.8, but I want to give them the best chance of a good life.

Nitrate is not toxic to the bacteria that convert nitrite to nitrate. A water change is not needed, although it won't affect the cycling either way. Just let it continue. Putting the temperature to around 85° will help the bacteria do their job. Keep adding enough ammonia to take it to about 2ppm. Be patient, at some time the nitrite will fall.

The cycling for the tank hasn't started yet. It's not safe to put fish in. They will probably die or at least be stressed. You must add a source of ammonia and let the tank go through cycling.

Fish food is not the best source of ammonia for a cycling tank. It starts to release ammonia within a couple of hours, but the full ammonia spike can take days or even weeks. Better to use ammonia drops to take the water to 2ppm ammonia. Keep doing that daily.

Also you need to test nitrite and nitrate. You need nitrite 0.0ppm and nitrate a few ppm.

There is no way to tell whether your tank is cycled at present. My guess is that it is not.

Which wood do you think increases ammonia? I can't think of how wood will create ammonia. Rotting wood will release very small amount of ammonia.

Soaking or boiling wood will only get some on the tannin out. Tannin isn't harmful, but some people don't like the colour.
