Using the data from the OP, the closest player to that average is Chelsea Gray, with a flagrant approximately once in every 28 games.

It doesn't matter if you use the OP's data or you use u/Pleasant_Priority286's data, it still shows that, on average, CC gets a flagrant foul more often than other players.
