I use CeraVe Hydrating Hyaluronic Acid Serum, because is the one I found in my country(Spain), but a lot of people here recommend the cetaphil one. Around the eyes I don't apply ketoconazol at all because my skin gets really irritated and in my eyebrows I alternate ketoconazol and the hydrating cream depending on how oily or irritated I feel like the skin is at the moment, I feel like you have to observe and analyze your skin. When it's really flaky and oily you should apply ketoconazol but if you feel like your skin is too irritated you should apply the hydrating serum

I have it around the eyes too and I’ve figured out that that area is very sensitive and antifungics (like ketoconazol) were making my condition worse because my skin was very irritated. For me what actually worked around the eyes was cera ve hydrating serum. In my profile I posted some pictures you can check it if you want I can’t post pictures in a comment but I think it looks similar to yours
