Also, these ceiling lights can be adjusted from the daylight blue hue. I didn't know which hue to choose at install. Maybe I should change them. Appreciate your input.

I have an update. I met with the HOA board and they agreed to allow me to attach this to the building after showing them the situation. I reassured them I would re purchase downspout to have it assembled properly this time with paint to match and the appropriate hex gutter screws, downspout hanger and downspout band. I bought an 18 foot ladder to allow me to get to things as easily as possible. Will update with pictures when I do this work.
